    Notice they use the words Police, this refers to the force itself and not individual officers. If an officer acting in the course of his duty commits tresspass he is the agent of the Chief Constable. He may face disaplinary charges at a later stage but it is the force you would be dealing with. It would also be for a court to decide one way or the other what reasonable suspicion is.

    Its a nice discussion document, but standing on your door step quoting from the article would have no affect whatsoever on the actions of the officers intending to search your property.
