I've hit cormorants on more than a few occasions using full choke and No 1's and they've flown off. Put 3 barrels into one on a lake one day and still had to finish it off even though it was right in the centre of the pattern. Seen one fly off after being hit in the chest with a .222, so don't think, even with permission, they are suitable quarry for an air rifle under any circumstances.
