A bit of gun oil on some tin foil or if its extreme and very rusty i would use some oil on wire wool. Be prepared to re blue or repaint afterwards. If its not too bad i would persevere with oil on a rag every few days for a few weeks to preserve the remaining bluing.

Try Jenolite, it will take it back to original metal and cure the oxidizing. Wait an hour then either re-blue or paint a base coat of primer and use some hard wearing plasticote/BBQ paint.
